Increase of energy efficiency and
Use of renewable sources of energy 

Hilfswerk Austria International has a rule to always pay a special attention on use of the environmentally friendly building materials i.e. use of building materials with certified proof of quality and non-toxicity for living beings and environment, in all reconstruction (construction) projects since 1996, what was the key step in protecting environment through numerous housing/infrastructure projects performed in BiH. 

env1Renewable sources of energies were used wherever possible, such as a solar heating system in the daily centre for disabled children in Tuzla, built by HWA. 

env2In cooperation with USAID program 3E, a thermo facade and energy saving lights were provided for the new constructed social housing building in Rogatica. This action has increased building energy efficiency and reduced individual utilities costs for families. Creation of energy efficient building and promotion of a new trend in building is a very good example of new and modern technologies use in social housing.

 

env3In cooperation with UNDP energy efficiency program, a good thermo facade was installed on the new building of a daily care centre for disabled children “Leptir” in Srebre  nica. This significantly improved the energy efficiency of the building and reduced the heating and electricity costs of the canter. 

 

HWA is continuing in search for funding to implement other project ideas that promote environmental protection and energy efficiency with focus on renewable energy sources use.

 

Provision of the water supply system in support to sustainable return in Bratunac, LC Glogova and Doboj, LC Grapska

In LC Glogova, out of 15 households there 7 households returned since 2003 but they had no water in their houses. The main local water supply system was not far away, cca 300 m, from their houses but due to very bad financial situation the returnees were not able to complete water connection up to their houses. The returnees are unemployed and the most of them live on the edge of existance. The local authorities consider that support to the return sustainability is of high importance for the returnee existence but they were not financially able to assist the water supply project. The purchase and delivery of needed material for water supply connection performed on November 12th, 2009 and beneficiaries implemented installment of purchased material by themselves.


In LC Grapska in Doboj Municipality live about 1500 returnees. There have been reconstructed 650 houses through different reconstruction projects. Each house has a sewage hole but canalization system covers only 10% of the village. The villagers extremely needed support in provision of a water-tank trailer for sewage clear out from individual houses' sewage holes and stables to prevent infectious diseases. On the basis on demand by representatives of Local Community and “Association of agrarians and craftsmen”, HWA and UNHCR representatives made a field visit. After tendering, UNHCR/HWA purchased and delivered on November  6th, 2009 a water tank of 2400 litres with vacuum pump on the basis on solidarity group use as well. The water tank has been fixed on the trailer and pulled by the existing tractor IMT 539 that was donated by UNHCR in 2006 to the «Assocciation of agrarians and craftsmen» for collective use, as well .
Investing in purchase of water supply connection material for the returnees to LC Glogova and a water-tank for Grapska returnee local community is of great importance improving standard life conditions of returnees as well as their self-sustainable existence and remaining in this area.
The number of primary beneficiaries included in this project IN LC Glogova was 7 families /23 persons and in LC Grapska was 250 families/1500 persons.

SUPPORT TO SUSTAINABLE RETURN IN LARGER SREBRENICA REGION - ELECTRIFICATION OF LC ŽEPA, MUNICIPALITY ROGATICA

COMPLEMENTARY PROJECT – RETRUN TO EASTERN BOSNIA (RUDO, ROGATICA, VISEGRAD, CAJNICE)

Program Aims:  

Creation of preconditions for socio-economic recovery of the Northeeast B&H, larger Srebrenica region, in support to sustainable return through reconstruction of technical infrastructure and creation of functional community

Project objectives: 

    Reconstruction of technical infrastructure (electro network and water in villages of LC Žepa, Municipality Rogatica, Eastern B&H) – villages Laze, Ljubomišlje, Borovac and Vrtače about 6.000 m of high-voltage network including 3 electro power stations 10(20 kVA) and about 6.500 m of low voltage network including house-connections

    Complementary project – support to sustainable return of displaced persons and returnees through reconstruction of houses (in Visegrad, Rudo Cajnice, Rogatica – 40 kuca),

    Support to functional society and local capacity building through cooperation, transfer of knowledge and active participation of local community in project implementation

INTEGRATED SUPPORT TO THE SUSTAINABLE RETURN IN THE REGIONS OF THE MUNICIPALITES GACKO AND KALINOVIK IN THREE PHASES WHICH INCLUDE:

PHASE 1: CONSTRUCTION OF THE HIGH VOLTAGE NETWORK
PHASE 2: CONSTRUCTION OF THE LAW VOLTAGE NETWORK
PHASE 3: RECONSTRUCTION OF THE HOUSES AND ACCOMPANIED TECHNICAL

INFRASTRUCTURE AND SUSTAINABILITY MEASURES FOR THE RETURNEES FROM CANTON SARAJEVO AND FEDERATION B&H AS WELL AS FOR RESIDENTS, VULNARABLE FAMILIES

 

Project Location: 

Municipalities Kalinovik (villages/local communities  Krupac, Dubrava, Trnovica, Žurac, Plačikus i Tomišlja) and Gacko (villages/local communities  -  Jugovići, Kokorina, Mjedenik i Poda)

Activities foreseen in the project: 

Construction of HV (high voltage) network in the region of Gacko and Kalínovik municipalities;
Construction of LV (low voltage) network for the families who live in the villages on the HV way;
Reconstruction of houses for the returnees form Canton Sarajevo and Federation B&H and residents;
Reconstruction of accompanied technical infrastructure;
Micro grants for creation of sustainable return through creation of jobs and/or livelihood.
Project purpose: Support to sustainable minority return in the region of municipalities Kalonovik and Gacko as well as to the vulnerable resident families through creation of the basic conditions for return through construction of the HV and LV electro-network, reconstruction of houses and sustainability measures

In accordance to the proposal for the project coordination sent by the Ministry of labor, social policy, refugees and DPs, and on the initiative by the municipality Kalinovik to support the return on the municipality region, Hilfswerk Austria propose the project as follows. For the full realization of the project idea, it is necessary to implement the following activities:
Phase 1: Construction of the High voltage network
Phase 2: Construction of the Law voltage network
Phase 3: Reconstruction of the houses and accompanied technical infrastructure and sustainability measures for the returnees from Canton Sarajevo and Federation B&H as well as for residents, vulnerable families
The key project activity is the construction of the HV electro-network in the municipalities Kalinovik and Gacko what is the precondition for the implementation of other project activities foreseen in the Phase 2 and 3.
 

Project objectives:

Phase 1:
1. Construction of the high-voltage (HV) electro-network (20 KV) in the length of approx. 5.500m on the way: start in village Jugovići, municipality Gacko till the final point in the village Krupac in the municipality Kalinovik
2. Construction of the pole transformer-station in the village Krupac, municipality Kalinovik


Phase 2:
1. Construction of the the low-voltage (LV) electr-network in the three directions toward the villages Kokorina, Mjedenik, Počinje i Poda in the municipality Gacko and further to the villages Krupac, Dubrava, Trnovica, Žurac, Plačikus i Tomišlja in the municipality Kalinovik


Phase 3:
1. Reconstruction of about Obnova 50 houses and other accompanied infrastructure for the returnees from Canton Sarajevo and other regions in the Federation B&H as well as for the vulnerable resident families in the municipalities Kalinovik and Gacko to the regions which gravitate to the new-constructed electro-network from the Phase 1 and 2.
2. Provide minimum 50 micro grants for all beneficiaries families or agriculture inputs (sheep, cows and other livestock, agriculture tools, machines and other) with the aim of supporting the sustainable return of each family.
3. Follow-up of the beneficiaries return process and sharing the information about secondary returnees with the responsible ministries, UNHCR and other bodies in the municipalities from which the beneficiaries are coming (and in which they are returning). 

Current activities and the status of the project implementation – PHASE 1
 Collecting the financial means needed for the implementation of the Phase 1;
 Project documentation for the construction of the HV and LV electro-network on the way Gacko-Kalinovik is already prepared, financed by the municipality Kalinovik
 Hilfswerk Austria (HWA) staff have prepared the Memorandum of understanding for all project participants;
 HWA staff have agreed the participation and cooperation with the municipalities Kalinovik and Gacko and got the confirmation of the initiation responsibility for solving the ownership-legal relationship by the both municipalities;
 HWA has submitted both projects (HV and LV) to the Elektrodistribucija Trebinje for the confirmation of construction the network and approval for the tender documentation (Remark: Elektrodistribucija Trebinje will for the most certain take-over the responsibility for maintenance of the  new-built electro-network – this will be agreed between Elektrodistribucije Pale and  Trebinje before the project start),

Project beneficiaries: 

a. Total number of the families, direct beneficiaries in the Phase 1 and 2  – all inhabitants of the villages and returnees in the region of the HV and LV electro-network construction;

b. The total number of families, direct beneficiaries in the Phase 3 – about 50 families (or 175 persons),  returnees from the Canton Sarajevo and other regions in the Federation B&H as well as residents in the municipalities of Kalinovik and Gacko who are dependant to the constructed HV and LV electro-network

c. Total number of families – indirect beneficiaries (secondary, tertiary ...) – up to 30 families (or about 105 persons)
